Delhi-NCR Targets Large-Scale Commercial Vehicle Replacement
India’s efforts to improve urban air quality have received a major boost with the approval of a ₹9,585 crore fleet renewal scheme aimed at replacing older commercial vehicles operating across Delhi-NCR.
The initiative targets more than 1.9 lakh trucks and 16,000 buses currently running under BS-IV and older emission norms. Vehicle owners replacing these vehicles with BS-VI-compliant or electric vehicles will be eligible for a range of financial incentives designed to accelerate fleet modernization.
Key Benefits Under The Scheme
The programme offers multiple incentives to encourage fleet operators to upgrade their vehicles:
- 5% interest subvention on vehicle loans for five years
- Monthly fuel vouchers of up to ₹4,800
- Around 8% OEM discount on ex-showroom vehicle prices
- Tax concessions and registration fee benefits
- Additional incentives for electric vehicle purchases
The scheme will be implemented jointly by the Ministry of Road Transport and Highways (MoRTH), NCR Planning Board, and the governments of Delhi, Haryana, Uttar Pradesh, and Rajasthan.
Why The Scheme Matters
The significance of the scheme extends beyond pollution reduction.
Older commercial vehicles remain among the largest contributors to vehicular emissions in the region. By accelerating fleet replacement, the government is creating opportunities for:
- Commercial vehicle manufacturers
- Electric truck and bus OEMs
- Charging infrastructure providers
- Vehicle scrappage operators
- Fleet financing companies
The initiative also reflects a broader policy shift from simply promoting cleaner vehicles to actively removing older, high-emission fleets from the road.
A New Phase For Commercial EV Adoption
The programme is expected to support the adoption of cleaner commercial mobility solutions, particularly electric buses and trucks, as operators evaluate replacement options.
Key expected outcomes include:
- Faster fleet modernization across Delhi-NCR
- Increased demand for electric commercial vehicles
- Expansion of charging infrastructure
- Growth opportunities for fleet financiers and scrappage businesses
- Reduction in vehicular emissions across the region
Looking Ahead
If successfully implemented, the Delhi-NCR fleet renewal programme could become a blueprint for other pollution-affected cities across India. As policymakers focus on both air quality and clean mobility, large-scale fleet replacement may emerge as one of the most effective tools for accelerating India’s commercial EV transition.
