CESL’s ‘EV as a Service’ Programme Unveiled to Drive Government Fleet Electrification
In a move to advance electric mobility within government fleets, Union Minister for Power, Housing, and Urban Affairs, Manohar Lal Khattar, launched the ‘EV as a Service’ programme by Convergence Energy Services Limited (CESL), a subsidiary of Energy Efficiency Services Limited (EESL). The event, held at the Major Dhyan Chand National Stadium, represents a bold step toward India’s goal of reducing carbon emissions and achieving net-zero by 2070.
Key Highlights of the ‘EV as a Service’ Programme
- Deployment of 5,000 E-Cars: CESL aims to provide 5,000 electric vehicles for use in central and state government ministries, departments, and Central Public Sector Enterprises (CPSEs) over the next two years.
- Flexible Procurement Model: The programme offers a variety of E-Car makes and models, allowing government offices to choose vehicles that best meet their operational needs.
- Boost to Sustainability Goals: The programme aligns with India’s long-term goals for environmental sustainability and energy independence, reducing the reliance on fossil fuels within government fleets.
CESL’s Contributions to Green Mobility
CESL has already made significant strides in green transportation, deploying around 2,000 E-Cars across India. It also supports the rollout of approximately 17,000 E-Buses nationwide, reinforcing its commitment to fostering sustainable mobility solutions. The ‘EV as a Service’ programme amplifies these efforts by expanding electric mobility options within government fleets.
Statements from the Launch Event
Union Minister Khattar praised CESL’s dedication to sustainable innovation, highlighting the programme’s role in meeting the urgent need for clean mobility solutions. Vishal Kapoor, MD and CEO of CESL, added that this initiative complements the PM E-DRIVE Scheme, which aims to accelerate India’s transition to electric mobility on a national level.
EV Exhibition and Rally
The launch event featured a diverse EV exhibition and a rally showcasing over 100 electric vehicles from various segments, including:
- E-Bicycles, E-Scooters, and E-Bikes
- Electric Three-Wheelers and Four-Wheelers

This rally demonstrated the extensive range of e-mobility solutions available in India and emphasized CESL’s commitment to making green transportation accessible and versatile.
A Step Towards a Greener Future
The ‘EV as a Service’ programme underscores CESL’s commitment to India’s sustainability goals. By enabling government sectors to adopt EVs, CESL is not only promoting clean transportation but also setting an example for future initiatives across the nation. This programme reflects India’s vision for a future powered by clean energy, bringing the country closer to a sustainable, low-emission transportation landscape for generations to come.
