TNERC Draft GEA Rules to Expand Open Access Renewables

The Tamil Nadu Electricity Regulatory Commission issued draft rules under the Green Energy Open Access framework to widen C&I renewable procurement through streamlined approvals, rationalized charges, and clearer banking and settlement. The draft aims to reduce entry barriers and improve cost visibility for large buyers.

Standardized processes help developers structure bankable PPAs and unlock financing, while enabling consumers to manage energy costs and reliability through open access. The framework supports both behind-the-meter projects and wheeled power to sites across the state’s manufacturing hubs.

If finalized, the rules can deepen the C&I market and foster a flexible, decarbonized grid without compromising system stability. Consultation will be key to calibrating network charges, cross-subsidy mechanisms, and scheduling discipline.

The proposal aligns state implementation with national green energy objectives, providing a clearer path for short-term procurement and long-term contract structures that underpin investment.
