Odisha is planning a ₹5,000 crore comprehensive electric mobility programme for the Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER), aiming to transform public transport and strengthen regional connectivity.
The initiative, being implemented through the state-run Comprehensive Region Urban Transport (CRUT), will integrate 19 urban local bodies into a coordinated mobility network.
₹5,000 Crore Funding Push
The project is expected to follow a 70:30 funding structure:
- ₹3,500 crore proposed through an Asian Development Bank (ADB) loan
- ₹1,500 crore contribution from the Central government
- Focus on electric public transport and supporting infrastructure
The investment is aligned with Odisha’s broader ambition to build a $500 billion economy by 2047.
3,400 Electric Buses to Transform Mobility
A major component of the plan is the deployment of 3,400 electric buses, supported by 34 dedicated depots and extensive charging infrastructure.
The network is expected to improve first- and last-mile connectivity while encouraging commuters to shift away from private vehicles.

The large-scale programme could create significant opportunities across the electric mobility ecosystem, including:
- Electric bus manufacturers
- Charging infrastructure providers
- EPC and construction companies
- Transit technology and software firms
- Depot and fleet-management operators
Funding and Execution Remain Key Challenges
The project still faces execution risks, including finalisation of the ADB financing agreement and coordination among 19 urban local bodies. Land acquisition, regulatory approvals and inter-departmental coordination could also influence timelines.
The next major milestones will be the formal funding agreement and initial tenders for electric buses, depots and charging infrastructure.
