To maintain the lead share of Karnataka as a preferred destination for attracting investments in manufacture of Electric Vehicles.
To attract investments of INR31,000 crore and create employment opportunities to 55,000 persons both from supply & demand side.
To create a conducive environment for transition to Electric Vehicle environment from Internal Combustion (IC) engines.
To provide opportunities for developing R&D in Electric Mobility.

Private Transport

e-2W, EV taxis to be encouraged
Existing auto-rickshaw to be encouraged to move towards EVs
100% electrification in auto-rickshaw, cab aggregators, corporate fleets, school buses/vans by year 2030

Public Transport

Road Transport Corporations to introduce 1,000 EVs by year 2022
Introduction of EV services (on pilot basis) on select routes to & from International Airport

Goods Transport

e- 3W / e-4W mini goods vehicle to achieve 100% electrification by year 2030
Encourage adoption of e-2W for e-commerce and delivery companies in Bengaluru and achieve 100% electric fleet by year 2030

Investment promotion subsidy

Micro – 25% value of fixed assets (VFA) – upto INR15,00,000
Small – 20% VFA – upto INR40,00,000
Medium – upto INR50,00,000; Investment subsidy (EV cell/ battery/ module manuf) : 20% VFA – first 2 units

Capital subsidy for Effluent Treatment Plant (ETP)

MSME – 50% – upto INR50,00,000
Large/Mega/Super mega – 50% – upto INR2 crore

Special Purpose Vehicle (SPV) to be formed for the creation of charging infrastructure in Bengaluru
Incentive will be provided for setting up the first 100 fast charging stations
Fast charging station/battery swapping infrastructure at every 50 km on prominent highways
Charging infrastructure in all high-rise buildings / apartments / technology parks
The transparent bidding process for setting up fast charging and battery swapping stations on State Government lands
Zero wheeling charges for EV charging stations
Encourage apartment associations to provide dedicated charging stations
BMRCL / BMTC / KSRTC / BBMP to provide charging stations for e-2Ws at depots to encourage last mile commute

Curriculum / courses in EV in professional institutes / polytechnics / vocational educational institutes will be introduced
Short term course on e-mobility will be introduced
Stipend up to INR10,000 / month / trainee for in-plant training

The state will facilitate deploying used EV batteries for solar application, create a secondary market and provide battery disposal infrastructure an PPP mode.
