Status: Notified; Date of Notification: January 10, 2022; Validity Period: 5 years from the date of issue of relevant government resolution

Objectives of the Policy include:

  • Accelerate adoption of Battery Electric Vehicles (BEVs) to contribute 15% of new vehicle registrations by 2025.
  • Promote sustainable transport system for making Himachal a global hub for electric mobility development.
  • Creation of public and private charging infrastructure for EVs and attracting Companies to set up manufacturing Unit of EVs.
  • Make Shimla, Mandi, Baddi, Dharamshala as model cities for EV readiness and adoption.
  • A single window clearance mechanism to provide adequate support to companies, especially start-ups, to setup factories and units in the EV park.

Using a ‘feebate structure’ funding would be created and various incentives would be provided under the EV fund. The fund would be generated from sources including additional road tax, green tax, pollution cess on diesel and petrol vehicles, and registrations fees of ICE vehicles

  • Waive off Annual Permit Fee on commercial EVs.
  • Exempt EVs from road tax (Token) duration of Policy.
  • Exempt EVs from paying toll taxes on highways for registered EVs in H.P.
  • At least 1 low/zero-emission zone where EVs, walking and cycling are permitted in four model cities.

  • For EV Industrial Parks, the Government of Himachal Pradesh will allocate 100 to 200 acres of land as per provisions in the State Industrial Policy of Himachal Pradesh for developing EV parks with adequate infrastructure, common facilities and necessary external infrastructure.
  • A single window clearance mechanism to be created to provide adequate support to companies, especially start-ups, to setup factories and units in the (EV) park.
  • Infrastructure support to manufacturing firms to provide land, water, electricity, and road connectivity.

  • At least 1 charging station/point within every 1kmx 1km grid in four model cities-Shimla, Mandi, Baddi, and Dharamshala.
  • At least 1 charging station (on each side) every 25 km on State highways and at least 1 charging point (on each side) every 50 km on busy National Highways.
