- Target of 10,00,000 EVs combined across all segments of vehicles
- Target of 1 lakh public and semi-public charging stations and vehicle to public charge point ratio of 8
- Promote innovation through on next generation battery technology, fuel cell technologies, EV power trains and EV electronics
- Enable investment into charging/battery swapping infrastructure and hydrogen generation and fuelling station development
- Promote EVs usage to enable transition to environmentally friendly cities

- Research scholars who move to the state to work for research in electric mobility and its components will be offered one-time grant and incentivized via accommodation and transportation benefits.
- A Centre of Excellence or, an ‘EV Innovation Centre will be established with the following focus areas and objectives:
- Industry-oriented research on battery technology development, recycling & re-use of batteries, battery management system, charging infrastructure, efficient controllers and powertrains.
- Setting up of ‘Battery Industrialisation Hub’ within EV Innovation Centre to fast track the development of cost-effective, high-performance, durable, safe and recyclable batteries.
- Design of affordable EVSEs suitable to Indian conditions and needs

- Creation of EV Charging Infrastructure Working Group to facilitate faster creation of charging infrastructure network
- Swapping stations facility in the form of kiosks to service e-2W and e-3W
- DISCOMs to release electricity supply to charging / swapping stations within 48 hrs of application
- Incentives to existing malls and other commercial complexes to setup charging / swapping stations
- Development of EV awareness and web portal and mobile app with state level charge point registry and journey planner
- Framework for setting-up of EV charging stations at home and workplace, and EV ready parking (including those for taxis) schemes will be developed
- Rapid chargers at every 25 km for e-buses and heavy-duty vehicles
- Concessional locations will be provided at minimum lease rentals for charging and swapping stations
- Public charging stations at government offices and public areas
- Smart Energy Management with smart charging features will be created

- EV Innovation Centre for focus on industry-oriented research on battery technology, battery management system, charging infrastructure, efficient controllers and powertrains
- Set up Battery Industrialization Hub to fast-track development of recyclable batteries
- Design of chargers suitable to local condition and needs
- Land and office space will be provided for public/private labs, start-ups and incubators
- Intelligent Mobility Skill Centre will be setup for creating new jobs
- Vocational/ ITI courses will be designed to train EV drivers & mechanics, charging stations staffs, etc.
- International Exchange Programme on EV skilling will be considered
