Status: Notified; Date of Notification: February 11, 2021; Validity Period: 4 years from the date of issue of relevant government resolution

  • Promote EV in the State with an aim to achieve adoption of 20% EV in all vehicle registrations by 2025
  • Manufacture EV & its components including Battery in the State
  • Promote Innovation and facilitate Research & Development in the areas relating to EV & Battery
  • Support creation of jobs in driving, selling, financing, servicing, manufacturing and charging of EVs

Electric 2-, 3- and 4-wheelers

  • 15% subsidy for purchase of e-2W (maximum INR5,000)
  • 15% subsidy for purchase of e-3W (maximum INR12,000)
  • 15% subsidy for purchase of e-4W (maximum INR100,000)

Open permit for e-autos

  • Interest subvention to public for purchase of personal EVs
  • Subsidized parking for all personal EVs at municipal parking
  • 100% interest free loans to State Government employees on EV purchase

Electric Buses

  • 10% purchase subsidy for State registered e-buses (maximum INR20 lacs)
  • Reimbursement of 100% SGST on e-buses sold in the State
  • 100% exemption of road tax and registration fees (for first 4 years)
  • Interest subvention of 5% on loans for purchase of e-buses

Electric Goods carrier

  • Purchase incentive of INR30,000 for first 5,000 electric goods carrier
  • Interest subvention of 5% on loans for purchase of e-goods carrier
  • Reimbursement of 100% SGST on e-goods carrier sold in the State
  • 100% exemption of road tax and registration fees for policy period
  • Scrapping incentive for goods carrier as per scrapping policy of GoI

  • All the incentives will be extended under the IPR, 2015 and MSME Policy, 2016 as amended from time to time to the manufacturers.
  • New Micro & Small battery enterprises will be offered 25% of Capital Investment made in plant & machinery subject to an upper limit of INR1 crore
  • New Micro & Small battery enterprise owned by SC/ST/Differently abled/Women/ Technical (degree/ diploma) entrepreneur shall be offered 30% of capital investment made in plant & machinery subject to an upper limit of INR1.25 crore.
  • New Micro & Small battery enterprises set up in industrially backward districts including KBK districts additional capital investment subsidy @ 5% investment made in plant & machinery in addition to the 25% subsidy mentioned above.

  • Centre of Excellence at one of the State University with focus on design and use of EVs, improving the usage and efficiency of EVs and charging equipment

Following measures are taken to encourage EoL battery recycling/ refurbishing:

  • Batteries currently installed in the EVs will be clearly labelled with the specific battery chemistry.
  • EV Battery Manufacturers will set up schemes for the collection of waste batteries and shall not charge end users for collection.
  • Synergies with existing e-waste management agencies shall be explored.
  • Benchmark labels of materials to be recycled from batteries will be set up to encourage better recycling techniques.
  • A well defined. Policy for encouraging Recyclers shall be notified by Industries Department in consultation with Forest & Environment Department and State Pollution Control Board.
